On December 18, 1891, the Lascăr Catargiu government was established, in which the position of minister at the Ministry of Cults and Public Instruction was held by Take Ionescu. During his ministry, a number of important laws were adopted in the field, such as: the Law on the organization of the central administration of the Ministry of Public Instruction and Cults (1892), the Law of the lay clergy and seminaries (1893) and the regulation for fixing parishes (1894 ). One of the major political problems faced by the conservative government was the replacement of Metropolitan Iosif Gheorghian with Ghenadie Petrescu, a business that rocked the Romanian Orthodox Church and ended in three years with the ascension of Ghenadie and the resignation of Prime Minister Dimitrie A. Sturd . "The law of the lay clergy, wanted by the conservative government, brought advantages and disadvantages to the church. It put order in irregular matters since the age. At the same time, it consecrated the dependence of the church on the state. Iosif Gheorghian, Metropolitan of Wallachia, and intimate to the liberal opposition, did not agree with the adoption of the law in the version proposed by the government, so he resigned. Take Ionescu and the conservative government set out to find a prelate more sensitive to the initiatives of ruling power. They found him in the person of Ghenadie Petrescu, bishop of Argeș.
