The decree includes the promotion to the rank of reserve sub-lieutenant quartermaster of Ion Andreescu. In the lower right corner is the dry seal with the coat of arms of the Kingdom of Romania, and symmetrically there are the holographic signatures of King Carol I and the Secretary of State at the Department of War, General Alexandru Averescu.
