The medal was coined in 1762 in order to mark the proclamation of the law which decreed the public administration reform in the Great Principality of Transylvania, as part of the reform policy on the Habsburg Empire level, initiated by Empress Maria Theresa (1740-1780). On the obverse side one can notice the Empress's portrait in the shape of a bust facing right, her hair being adorned with a tiara. In the exergue, one can read the caption M(aria) THERESIA PIA FELIX AUG(usta), on the upper part, and on the lower part, the name of the artist who executed the piece is engraved, as F. Wurt F(ecit). On the reverse side we can notice a wide court scene. On the right side, the Empress sits on a baldachin throne, holding the sceptre in her left hand and handing a key to a kneeling nobleman, and on the upper part of the throne one can distinguish the Transylvanian coat of arms of that era. Other noblemen witness this solemn moment, whilst a page at the Empress's left holds a velvet cushion and a sword. A noteworthy detail is the fact that, amongst all characters, the only one facing the observer is the page. In the lower register, one can read the caption MVNERA RESTITUTA/MDCCLXII.
