The lithograph depicts the work of the first Ad-Hoc Council in Bucharest, which was to express the will of the Romanian states regarding the form of organisation of the Principality of Wallachia after the Crimean War. Featured in the foreground: Metropolitan Nifon and 6 other senior clergy around a table with the two ballot boxes. Next to them are deputies from all social classes. Among the participants were Princes Grigore Ghica and Dimitrie Ghica, deputies from Bucharest and from the counties and in the background are the seven ambassadors of the Major Powers. The lithograph has a cardboard passe-partout with the title inscribed at the top: "Solemnity of the opening of the Ad-Hoc Council on September 29, 1857, in Bucharest". At the bottom is the list of the 98 Members of the Ad-Hoc Council and in the left corner it reads: Owner publisher Dimitrie Ionescu Cerbureanu. The lithograph was edited after the work of Carol Popp of Szathmari.
