King Carol I organized the first university foundation bearing his name, inaugurated in 1895 in Bucharest. His successors followed his example and opened such institutions in Iasi and Cluj. King Carol II unified them all into a Union of Royal Foundations. The medal marks this event. The reverse of the original matrix and the two copies of the medal are signed on the plate by the two artists.
