The work represents, up to this point, the most important piece dedicated to the Organic Regulation era, published by the historian, diplomat and academician Ioan C. Filitti (1879-1945). The copy preserves the original covers and the ex-libris of the lawyer from Craiova, Mihail Puțureanu.
