The manifesto was secretly printed in a small number, due to lack of means, and it referred to the new electoral law adopted by the government. The text complies with the indications transmitted from Moscow to the Romanian communists. The distributed copies were confiscated by the authorities and destroyed, which makes the copies very rare today. The piece originates from a personal archive that carefully preserved such materials.
