On 30 August 1944, the avantgarde of the Soviet army entered the capital. The advance of these troops had been rapid from the Moldavian front, as the Soviets wanted to control the subsequent developments in Romania. The Communist Party organized the reception of these troops seen by the communist propaganda as liberating although, in reality, at the initiative of King Michael and with the support of the Romanian army, dictator Ion Antonescu had been removed. The Patriotic Defence Committee was the paramilitary body of the Romanian Communist Party after 23 August 1944, the initiator of this manifesto.
