In October 1944, the Association for the Strengthening of ties with the Soviet Union (ARLUS) was founded, an organization which, under the pretext of popularizing the USSR, maintained an intense communist propaganda, favourable to the Sovietization of Romania. The association, which was dissolved in April 1964, edited several periodicals, including this Bulletin. The 1947 catalogue of the Romanian Communist Party Publishing House includes the ex-libris of writer Sașa Pană.
