Writer and art historian, author of important monographs (dedicated to artists such as Theodor Aman, Lucian Grigorescu, or Ion Popescu-Negreni) and a fascinating intellectual, as described by her close ones, Balcica Moșescu-Măciucă was born into Octavian Moșescu's family - a lawyer, editor, publicist, poet, former mayor of Balchik, close to the royal family, and protector of the Romanian artists who used to frequent the Black Sea shore in the previous century. She was also the founder of the Free University of Balchik, where personalities such as Nicolae Iorga, Tudor Vianu, Gala Galaction, and others held conferences. Octavian Moșescu loved the city by the Black Sea shore so much that he named his daughter after the solar light and the unimpeded waves that guided his steps along the coast.
