Costache Rosetti-Tețcanu came from the great nobility of Moldova and was part of the pro-unionist group that supported the unification of the Danube principalities in 1859. Although he came from a rather conservative social category, he was a liberal, a supporter of reforms and change. This publication is part of his propaganda in favor of reforms. On the title page there is a stamped ex-libris of Dimitrie A. Sturdza.
