The telegrams designed by Alexandru Vaida Voevod in his capacity as Minister of Interior refer to the disturbances caused by the entry into force of the Concordat between the Romanian state and the Roman Catholic Church (concluded in 1927 and applied in 1929), a document that regulated religious freedom in Romania and recognition of Catholic religious orders.
