The Legion of Honour, the highest distinction of the French state, in the rank of officer, was awarded in December 1928 to Emanuel Stan, director of the Romanian General Security. The certificate bears the handwritten signatures of representatives of the French authorities and the embossing of the Chancellery of the Order of the Legion of Honour in Paris.
