The plaque was struck at the initiative of the artillery officers and offered to King Carol I, who himself was an active artillery officer before coming to Romania. Some of these officers were veterans of the Independence War, where they fought under the command of the future king. The piece was made by the engravers Mauriciu Carniol Jr. and Theodor Radivon, being one of the few plaques on which both artists collaborated. On the front is the coat of arms and the signature of the two artists at the bottom right. The reverse is decorated with a complex scene of artillery battle from the days of the Independence War.
