The plaque was made by the French sculptor and engraver Ernest Dubois to commemorate the 70th birthday of the politician Dimitrie Alexandru Sturdza, one of the illustrious personalities of the National Liberal Party. The obverse features his bust, facing left, the engraver's signature and the legend "National Liberal Party of D.A. Sturdza in commemoration of his 70th anniversary 1903"; the reverse features a half nude female figure, holding an open book and a torch accompanied by the inscription "Labor improbus omnia vincit".
